Waiver of Recruitment - PSS
A department may request that an open recruitment process be waived for a career position in exceptional circumstances only. It is generally the best practice to conduct an open recruitment process.
Department Responsibilities:
- Provides written justification Employment and Outreach Consultant/Recruiter for waiver of recruitment for a career position where there has been no open recruitment process.
- Provides the following hard copy packet for review: A completed vacancy listing, position description, employment application of candidate and written justification for waiver emphasizing special circumstances. These may include:
- when a candidate possesses unique skills, knowledge and abilities and there are no other viable candidates available.
- when there are demonstrated recruitment difficulties, such as a requirement of technical skills and a limited number of qualified individuals in the general work force.
- when there are time or funding constraints or other demonstrated business necessity. Business necessity may include causing undue disruption of critical departmental services. Examples may include causing serious fiscal impact, such as the delay or cancellation of a grant or diminished clinical research.
- When a new program is being transferred in its entirety to the University and where identified employees are already in place.
- The anticipated start date and salary should be included in this justification.
- Forwards the packet to Compensation for review of appropriate classification.
Compensation Responsibilities:
- Assigns a waiver number and reviews position description for appropriate classification.
- Forwards packet to Employment/Outreach.
Employment and Outreach Consultant/Recruiter Responsibilities:
- Reviews documents submitted in the packet to include review for impact to layoff, recruitment difficulty, justified business necessity, etc.
- If waiver request is supported, will obtain final HR approval.
- Contacts department with decision.

Please note: When a limited or PSS contract appointment is to be designated as a career appointment, recruitment may be waived when the incumbent was selected through an open recruitment.
