Layoff


Applications received from a layoff applicant are referred to Employment and Outreach Consultant/Recruiter for review.


Employment and Outreach Consultant/Recruiter Responsibilities:
  • Checks vacancy to ascertain if position is Career or Limited Appointment. If Limited Appointment, no preference.


  • If Career, checks for eligibility for preference against layoff database, following PSS or collective bargaining agreement as appropriate, i.e. title and title code, salary maximum, collective bargaining contract, etc.


  • If preference, review skills, knowledge, and abilities (SKA's) and employment application to determine if candidate meets minimum qualifications of the position. This will be determined based on the Position Description.


  • If no preference, applicant will be screened with the rest of applicant pool.


  • If preference, routes application to the department for early consideration and prior to referral of any other applications.

Department Responsibilities:
  • Interview applicant.


  • Contact Employment and Outreach Consultant/Recruiter by phone to advise of hiring or disqualification of applicant.


  • Returns layoff referral packet to Employment and Outreach Consultant/Recruiter with hiring information or written disqualification statement.

Employment and Outreach Consultant/Recruiter Responsibilities:
  • Reviews disqualification statement and contacts department if more information is needed.


  • If Employment and Outreach Consultant/Recruiter supports disqualification, notifies layoff applicant. If applicant disagrees with disqualification, Employment and Outreach Consultant/Recruiter must receive rebuttal in writing within two business days after initially informing applicant of the department's decision.


  • Employment and Outreach Consultant/Recruiter reviews rebuttal and determines if department should reconsider application to grant a second interview. If additional information is not sufficient, applicant will be disqualified from the position and Employment and Outreach Consultant/Recruiter will notify applicant. If layoff applicant notifies department of withdrawal, department should notify Employment and Outreach Consultant/Recruiter. Employment and Outreach Consultant/Recruiter will confirm withdrawal decision.


  • Screens rest of the pool and refers to department. Employment and Outreach Consultant/Recruiter does not refer other applications until layoff has cleared. If layoff is disqualified, Employment and Outreach Consultant/Recruiter will use specific SKA's (used for disqualification) to screen and refer the remainder of the applicant pool.
