Proposed Revisions to Performance Appraisal and Classification (PPSM 23 and 36)

As part of the University’s ongoing commitment to providing quality benefits, programs and career opportunities for all employees, UC is undertaking a review of a number of Personnel Policies for Staff Members (PPSM) to better provide staff employees with opportunities for career development and professional growth, and to strengthen resources for employees to balance their work-life needs.

In order to provide resources to support ongoing communication between employees and their supervisors in performance management and appraisal, as well as provide additional guidance to the classification provisions, the University proposes revisions to PPSM 23 (Performance Appraisal) and PPSM 36 (Classification of Positions).

In addition, new implementation procedures for these revised policies are being proposed to provide guidance to locations in their development of local implementing procedures. These implementing procedures are to ensure consistency in the application of these policies systemwide.

The major proposed changes to PPSM 23 are:
  • Broadening the policy name from “Performance Appraisal” to “Performance Management” to reinforce and support the concept that good performance management is an ongoing broader process and more complex than an annual performance review
  • Adding language to the policy that stresses the importance of and need for ongoing communication between a supervisor and an employee in order to enhance performance, professional development, and career growth
  • Explicitly including previously discussed performance expectations and goals in the written performance appraisal
The major proposed change to PPSM 36 is:
  • Adding language to the policy that an employee or a department may formally request a classification review to help ensure that the employee’s position classification is appropriate given the assigned job duties and consistent with similarly situated positions

Employees who are not represented by a union are covered by PPSM, while employees who are represented by a union are covered by applicable collective bargaining agreements.
