E-Verify Announcement

E-Verify Now Required for Some Employees

Effective September 8, 2009, all federal contractors and subcontractors were required to begin using "E-Verify," the Internet-based employment verification system to check the status of new and existing employees assigned to a federal/subcontract containing the E-Verify clause.   Under the final federal rule, UC Davis was required to enroll in E-Verify when awarded a federal contract or subcontract that requires participation in E-Verify as a term of the contract.  UC Davis is now enrolled.  Therefore, the work eligibility of those newly hired and existing employees hired after November 6, 1986, who are assigned or transferred to a qualified covered federal contract/subcontract (not grants) that contains the E-verify clause, will need to submit to the E-Verify process.  ONLY those employees are subject to E-Verify, not the work eligibility of all employees.

The E-Verify system is operated by the United States Citizenship and Immigration Service (USCIS) through the Department of Homeland Security (DHS) in partnership with the Social Security Administration (SSA).  The E-Verify electronically compares information contained on the Form I-9 with records contained in the SSA and DHS databases to verify the identity and employment eligibility of employees working on federal government contracts and subcontracts.  Note:  The E-Verify requirements are in addition to the current requirements governing the Employment Eligibility Verification Form (Form I-9) procedures. The E-Verify process must be done in a nondiscriminatory manner and, in the case of new hires, only after the individual has accepted an offer of employment and completed the Form I-9.

Because we have a decentralized hiring process on campus, staff responsible for handling the appropriate hiring forms on behalf of the hiring department, including the processing of the Form I-9, will be responsible for performing the online E-Verify queries.  These individuals will be identified as a Department E-Verify General User.   All individuals serving in the role of Department E-Verify General User to perform E-Verify queries must successfully complete a free, online E-Verify tutorial for certification prior to conducting a query. 

You do not need to take action unless your department has received a federal contract that is subject to E-Verify.  Such departments should identify the staff member(s) to serve as the Department E-Verify General User.  The Department E-Verify General User may then contact E-Verify Program Administrator, Irene M. Day, Employment Manager, Human Resources, imday@ucdavis.edu -staff actions or Program Administrator, Bobbie Lasky, Academic Personnel, rllasky@ucdavis.edu –academic actions, for login instructions to complete the tutorial certification required for E-Verify access.
