When will the employee's affected by furloughs be receiving a DE 2063 - Notice of Reduced Earnings?

The DE 2063 form is used when a full-time employee works less than normal full-time hours because of lack of work, and the employee's normal weekly earnings are reduced by lack of work.  This is not the case with the University's furlough/salary reduction program. The reductions in time and pay are not related to a lack of work.


Will I qualify for Unemployment?

If you are an ACTIVE (still working) employee and are mandatorily taking a Reduction In Time (RIT) or taking part in the Furlough/Salary Reduction Program, you will be disqualified from Unemployment Insurance benefits if you are currently earning MORE THAN $600/week (after your salary reduction)per the Employment Development Department (EDD).  Note: START employees are voluntarily reducing their time &  MAY not qualify due to that fact.

Conversely, if you are separated or will be separating completely (ie: Indefinite Layoff) from employment with the University, there is no salary CAP that will exclude you from benefits. Note: the wages you made in the base period (prior 18 months of service) do factor into the calculation EDD uses to determine your weekly benefit amount.

*the above does not speak to Temporary Layoff.  Salary & wages aside, those employees MAY not receive benefits due to the fact that they have a set Return to Work (RTW) date.
