Voluntary Separation Program

The UC Davis campus' Voluntary Separation Program program gives employees the opportunity to self-identify their willingness to voluntarily resign their UC Davis employment. Through this program, volunteers assist the University in addressing permanent budget reductions and help avoid involuntary layoff actions affecting colleagues who may not have similar flexibility. Under this program, employees can receive severance pay for voluntarily resigning subject to approval by UC Davis.

This program is open to many, but possibly not all UCD staff employees.  Unions have been provided 30 day notice on the program.  Each union must say yes or no to whether their members can participate.  HR will update the campus on which unions will agree to participation and which unions will not by the time the application date begins.

        • The VSP is effective beginning July 6, 2009
        • Application period is July 6, 2009 – September 15, 2009
        • Employees may withdraw their application through September 22, 2009
        • Final decisions will be made by October 6, 2009
        • The effective date of separation must be between October 20, 2009 and January 8, 2010

CHANGE IN VSP SEVERANCE PAYOUT PROCESS

HR and Payroll have learned from UCOP Payroll that VSP SEVERANCE CANNOT BE VOLUNTARILY DEFERRED INTO 2010 IF THE SEPARATION OCCURS IN 2009.  We apologize for the confusion on this point.  HR did obtain OP approval to allow this option, but technical questions arose and further inquiry revealed that this is not allowable after all.  Therefore, employees who have applied for VSP and who have been approved for a 2009 separation date will be required to receive their severance pay in 2009.  Changes to the plan document have been made and are posted on the HR website.  Thankfully, there is now a 2010 separation date option, so employees may request to change their proposed separation date. This can be accomplished by a letter requesting the changed date.  If settlement documents have already been signed, they will have to be reissued and resigned.

HR is very sorry for any hardship that this change may create for employees or departments.  If affected employees have questions or concerns they may address them to Elizabeth Meyer, Director of Employee & Labor Relations ( eameyer@ucdavis.edu ).  Although it will not be possible to alter this decision, HR will be pleased to work with employees and departments to work through problems that may arise as a result of this change.

Also, please be aware that the campus closure dates in December will impact VSP separation processing timelines.  Payroll and HR will work together to provide specific guidelines and deadlines once the program has closed and we have exact information about the number of participants and their approved termination dates.
